The evolution of climate change impacts and adaptation from a science issue to an emerging risk management policy issue at the federal level will be discussed. An approach to integrating research, public engagement, intergovernmental cooperation, and multi-stakeholder partnerships in the policy development process will be outlined. The role of adaptation in the Government of Canada's climate change plan and some of the issues that need to be considered in evolving adaptation as a policy issue will be described.
