Community Adaptation to Climate Change

This research has been inspired by a need to better understand Canada's vulnerability to climate change and our ability to develop strategies and policies to mitigate that risk. The focus of the research will be community-level, with a focus upon the City of Ottawa. One aspect of investigation will be the roles that the various levels of government play in enabling or impeding Ottawa's ability to adapt to climate change. The objective of the Community Adaptation to Climate Change Project (CACCP) is to assess the City of Ottawa's vulnerability to Climate Change that is a result of gaps or conflicts in responsibilities amongst the various levels of government. The technique used for identifying and describing the municipal framework of strategic planning and policies uses a formal methodology for modeling public sector business enterprises. ne aspect of this research will be an evaluation of the Business Transformation Enablement Program (BTEP)tools and techniques for characterizing this issue.
